Ring debris should have orbital motion and not be static

I was watching a Youtube video of someone flying through the rings of Dres I think and they were in a circular orbit with the ring but rocks were wizzing by.  This indicated the ring rocks are fixed in place.  These should have collision turned on if possible and be in a true orbit around the planet.
