RCS getting enabled/disabled with other buttons but not its own button

On a interplanetary flight to EVE:

Expected Behavior: When selecting the RCS Enable/Disable Button on the NAV Ball, it should either Enable or Disable the RCS system.
Observed Behavior: Directly selecting the RCS button does nothing. However, when doing the following actions the RCS changes state:

  • Using the LIGHTS action group button
  • Using the LANDING Gear Group button
  • Switching between Vehicle View and Map View and vis versa
  • Warping to next Burn Time
  • Placing a Maneuver Node, or selecting an establishing maneuver node
  • Selecting a PE or AP point to view
  • Time Warping

Steps to Recreate: Create  vehicle with additional RCS engines and fuel pod. Launch into Kerbin orbit, establish a Kerbin escape maneuver. Do any of the above actions.

Workaround: Constantly turning off the RCS, by clicking over the Antenna Tracking Icon button next to the SAS button on the NAV Ball. No full fix found yet.

Mods: None

Logfiles: Looked in the only logfile I could find, nothing specific to RCS. Though there are many other error messages. For Example:

Notes: This maybe why Kerbinauts are seeing MP fuel disappear unexpectedly. One may be unaware that RCS is turning on and off when it should not be by doing any of the above listed actions.

UPDATE: This looks to be intermittent. I started the same campaign, loaded the same vehicle workspace and repeated the trip to EVE. No RCS issues this time.
