Simple UI Request (Staging & Action Groups)

1. There should be an extra stage tab off to the side, with a trashcan instead of a stage number. Dragging any staged part-action into that tab should remove that part-action from staging altogether.

2. There should be a "Staging" row in the Action Group menu. Adding ANY action of ANY part to the "Staging" row should cause that part-action to appear in the staging stack, where it can be dragged into any stage desired.

 

This quickly solves 2 different needs:

A) Engines, decouplers, chutes, etc. can now be removed from staging, for example to have an "abort only" decoupler+engine set.

B) Parts such as landing gear,  docking ports, etc. can be added to staging, in any manner that the user desires, without the developers having to figure out for each part whether there are reasonable use-cases for making it stageable.
