Vector Thrusters not producing thrust in payload fairings

as the title says, when you put a vector engine in a payload fairing (with a constructed fairing) does not allow for the engines to produce any thrust on launch. EVEN THOUGH on the engineers report it shows the TWR perfectly fine and accurately. and it doesn't matter how many vectors you put in either. :(
