Сalculation of speed and stabilization is based only on the control part of the ship relative to the target

On that craft the stabilization system considers cockpit movements (most likely) for the movement of the ship itself and calculates speed based on this. That is, if I fly to the target and want to slow down, then I turn retrograde, but due to the turn of the front of the ship, the speed drops to 0 and the stabilization system turns off although the ship flies at a constant speed.

In the video, looking at the speed and direction, they change from the turn of the ship (as it seems to me). I've tried switching different control systems, disabled control surfaces, detached the payload offscreen but the phenomenon persists. While I was making the video, I myself tried to figure out the bug.
