KSP abnormally requires high 3070ti usage

Sometimes, such as switching to KSC when in career, or just starting the game, it abnormally requires my 3070ti's 99% usage. But I turned all the graphic settings to medium and I have no other graphic card.

Is it a driver issue or a game bug ? Driver version at 536.99 and game at the newest steam version.
