Welcome to the forum @rom4ik, I think you are asking for a mod that allows you to change orbital parameters, if so that would be Mechjeb.

No, I have Mecheb, I saw in the video on the KSP how parts were adjusted along the axes in VAB

Oh, sorry I misunderstood, in that case you don't need a mod you just need to click on the Offset Gizmo, the button circled in red, top left:

Holding left shift allows for finer steps.

Oh, sorry, I forgot to write that you need to right-click on the details and a window will open and there should be a zoom bar (if you download the mod)
