Flight Switching to tracking station while in orbit, then switching back to your vessel causes engines to fire

Steps to replicate:

Get a vessel into orbit.

Go back to space center.

Go into tracking station.

Switch back to the vessel from the tracking station.

!Additional notes!:

It's connected to the setting "Default throttle in prelaunch" under "gameplay" if you put it to 0 it will not automatically set the thottle of the engine to 100 but it will still try to activate the engine.

I also had this. Particularly annoying with the low timewarp limits in low orbit, which forces you to go to the ksc and tracking station to get transfer windows.
