Increase Max Safe Velocity (& Altitude) of Drogue 'Chute Deployment?

Currently, all parachutes (drogue and normal) are listed as having a maximum safe (full?) deployment velocity of 247 m/s and will only fully deploy at an altitude of 5 km.

Would it be possible /desirable to increase these values for drogue 'chutes?

The whole parachute system could benefit from a lot of improvements. Parachutes form no challenge, no configuration options and are non colidable. I think instead of having maximum height and pressure for deployment it should be more like a maximum deployment force it can take.
