Relative velocities smaller than 1m/s turn off the attitude locks when docking. [velocities lower than 1m/s disable all SAS holds]

Reported Version: v0.2.0 (latest) | Mods: none | Can replicate without mods? Yes  OS: Win10 | CPU: i710700K | GPU: RTX2060 | RAM: 32GB   It goes straight to locked when it shouldn't. It's hard to dock when all of a sudden the craft stops targeting the target.
