Warp to maneuver node doesn't always use maximum speed

OS: Windows 10 | CPU: Intel(R) Core(TM) i7-4790K CPU @ 4.00GHz 4.00 GHz | GPU: NVIDIA GeForce RTX 2070 | RAM32 GB

 

When clicking the warp to maneuverer node button, the time warp is set to warp me to the target spot, but it rarely if ever uses the maximum speed.  I'd expect it to use the maximum speed possible.

What celestial body (CB) and what Ap/Pe is your orbit? Each one has warp speed limits at various altitudes. This was the case in KSP1 as well. The reason for this, at least while you have control of the craft, is that collision physics is processed and the risk of hitting the CB increases as positional accuracy decreases. If you want to warp fast while flying low to a low gravity moon like Gilly (Eve) or Pol (Jool), then exit to the KSC first, then go into the tracking center. While in flight, entering the tracking center does not unload your physics simulation.
