Parts & Vessels Launch Clamps Do Not Produce EC, Leading To Vessel Running Out Of EC While Still On The Pad

The TT18-A Launch Stability Enhancers do not generate EC unlike in Ksp 1, possibly leaving unmanned rockets to be stranded at the pad after some time without alternators or solar panels.
