Re-sizing stock parts

Sometime before the big crunch I read something about how to re-size parts. Too bad I can no longer go back there and check what was said. I tried to change the "scale = " part in the .cfg file but all that did was change the attachment points and absolutely nothing to the part.

Is there a way to re-size parts by editing the .cfg files or is my memory letting me down?

Add a line that says

rescaleFactor=X

where X is the amount you want to scale by
