Does this mean that the USS Voyager is an Eve SSTO capable ship?

You forgot that no one learned how to fly giant spacecraft, so MechJeb had to be used to move it distances more than 1cm.

Part clipping's off, Infinite fuel is off, Infinite RCS is off, Infinite EVA is off, and Both stop-breakages/exploding ones are off.

Hack gravity would stop it going into orbit.

No they don't. While they have warp drives, the Impulse Drive is NOT a reactionless drive. It's a fusion rocket.
