How to stage xenon tanks?

How is it determined which xenon tank gets depleted first, how could I stage xenon tanks?

AFAIK, xenon tanks can't use fuel lines. But i think that you can still transfer fuel by alt-right clicking.

They all drain xenon in parallel with each other, so they all become empty at once. You can right click on a xenon tank and stop its fuel flow though.

As for staging, there should be a tiny probe sized decoupler in the structural category somewhere. It's white with red arrows.

Since xenon drains so slowly, plus you won't be worrying about crashing into a planet, time isn't really a concern. Thus, you can transfer xenon out at your leisure and decouple the tanks manually.
