Once it reaches 1.0 it will be completed regardless if they want to add more in the form of an expansion pack later. This is how it is with other games as well.. No one said that for example Saints row 3 was not not completed just because they added a expansion pack/dlc with more features/gameplay after release.I dont see how a possible expansion pack would change anything.
