I don't exactly know what you mean by this but this if this the discussion in this thread http://forum.kerbalspaceprogram.com/showthread.php/24805-sugestion-request-rcs-balancing is what you mean then I have found a link in the thread, It is for 0.18 and I don't know what it does but it might help

You're better off with Mechjeb 2's RCS balancer now. I don't know how good it is, but it will be maintained and tested unlike my tech demo which Pursuedtank linked to above.
