Rounded Struts

Hi guys, Looking around on youtube I've noticed a lot of people with struts going around in a circle and was wondering are these struts placed on an angle to go in a circle or are they a mod?

If you are talking about what I think you are talking about, hold Shift while moving the part using WASD,QE in the VAB.
