How to use Engineer to measure launch efficiency?

Simple question really (which means probably not simple at all). A standard Kerbin launch is supposed to be around 4500-4700 dv. Engineer displays dv capabilities of a rocket for both vacuum and atmospheric. What number, or ratio of the two numbers, should I be looking at when designing/evaluating?
