13) Manned missions MUST have at least one Solar Panel.

Why is that?

I also have an addition rule that LV-N cannot be fired or be left to be burnt in the atmosphere of Kerbin, Duna, or Laythe, for environmental reasons. Jool is okay though. Who cares about Jool?

Well, currently I am also using the Ioncross Crew Support plugin, and since capsules and such only have so much electricity storage it tends to be a good idea to have at least one solar panel so that life support doesn't shutdown. If that happens there will be a deadly buildup of CO2 that will ultimately result in crew death, this is also why I avoid manned missions until it is absolutely necessary. (Such as Space Stations and Bases.)

Now with that being said, really I could just go with all probes all the time, however I also use the RemoteTech plugin which means I need a command station at far off locations if I want to avoid delay times of up to several minutes while controlling my probes. Because of this it's required to have crew sent out to pretty much all celestial bodies in the Kerbol system.

And yes, I love hard mode plugins.

As to your other comment about the LV-N, I've also thought about adding this regulation as well, but it would cause some questionable problems such as what exactly has to be done to "dispose" of the engines? I mean I could just build an interplanetary freighter designed to take any of my ships anywhere, that way I wouldn't ever have to worry about disposing of them at all... Actually I may do that...

General

1) No Kerbal Losses. (This requirement must be met at all costs, it is a sad day when a Kerbal dies.)

2) No Data Losses. (All probe bodies intended for re-entry must make a successful parachute landing on Kerbin.)

3) Minimal Debris. (Must avoid littering space with Debris if possible.)

4) Only allowed to use the "End Flight" button if the component or capsule is landed on Kerbin, can not "End Flight" on debris. (If there are Kerbals aboard, must be recovered to KSC.)

Wow.

That means, you are either really experienced or spent a lot of time with returning to kerbin :D

I mean, when you design a new rocket, but you have a serious design issue which will result in a failure, you really wait until the Probe hits Kerbin again? I understand it with manned missions, but this is little too much (for me):P

Also I wonder about the "No data loss", you ever heard of Communication systems :P ? I mean even in real life (as realistic as possible) probes can measure certain stuff without returning!

I'm generally fairly experienced when it comes to rockets, it's usually not too often I screw up a launch. (Considering I will spend up to an hour in the VAB designing a new vehicle.)

This actually used to be

3) Reusable. (All components must be re-used if at all possible, and if not they must make a successful parachute landing on Kerbin. Component = Probe body, boosters also count.)

I changed it because it was really becoming a pain because I had been having issues with making sure all "components" made it back through re-entry in one piece, so I decided to go ahead and change "components" to just "probes", which is a lot more manageable. And yes I have heard of communication systems :) I actually use the RemoteTech mod that requires all my probes be in a communication network in order to allow me control of the craft, I will note though that rule 2 also says (All probe bodies intended for re-entry must make a successful parachute landing on Kerbin.) meaning that not all probes are actually intended to re-enter at all, satellites are meant to stay up in space and will only come down if they get decommissioned in favor of a new design, at which point the loss is acceptable.

Also added a new rule (8) thanks to "sturmstiger" for giving me the initial idea.

8) LV-N rockets can not be fired or allowed to burn up in Kerbin or Laythes atmosphere.
