Name that "Rover" (?) contest!

Nah, I don't use mods. Trying to make this single lift, that's part of the challenge. So no building in orbit, though I have nothing against that. Just not the intent here.

I think maybe the problem is the "cockpit" is top center and the thrusters aren't "below" it so much as ringing it. I think maybe they're being controlled as if they were at the bottom of the balance pole, so to speak, rather than ringing the top. I've capped each internal thruster stack with a stayputnik core. I note they have rotational power, and perhaps with eight of them, they'll be enough to hold it all where it should.

Perhaps you should send it up part by part and dock them together?

For something this small? No, I will be constructing in orbit at some point, but that will be for bigger things. This little thing I want to be single lift.

Protip: All command modules have different "rotpower" values. The higher that value, the faster you'll rotate. Stayputniks have the lowest or second-lowest rotpower values, so you're really not getting the bang for your buck there. For RCS: I can't exactly see your RCS ports, but I'm assuming they're near or on top of the center of the craft. That is the least efficient place to put them, at least for rotations. Put them on the outer rims of your ships for the greatest leverage.

Also, ASAS is a !@$#& with big ships like yours. Use a an avionics package, much more forgiving, if not stack-mounted.

I do have those thrusters along the outermost part of the trussing. Simple leverage; You need 'em to be as far as possible from the fulcrum. I scrapped my stage designs and re-did it. I think perhaps with the old set, I had some parts clipping, causing that rotation. Doing another test.
