A .cfg package not really a mod, and copyright?

I make a few alternate part.cfg files on my personal copy of KSP, because I want a truss or engine that's smaller, or bigger or results in significantly less parts required for some task (like a shrunk truss to replace 6x cubic octagonals). I always keep these as fair as possible (no hacking up light, high-ISP, high-thrust uber engines for example), using rescaleFactor and some minor .cfg edits flexing the existing Squad models.

Why is this post here though, because I've been asked to release the .cfg's which, wanting to help, I started packing up to post, raised a serious issue in my mind, they're not mine in any way what-so-ever. These .cfg's and their contents are copyright of Squad and/or Squad developers, so there is no way a bunch of packed up .cfg files with the MODEL{path} and some other minor edits is mine too release and I wanted to get some advice.

Before I continue I wanted to know if there a proper, legal and acceptable way to release these for other people to use, and what would be required to do so?

If there is no acceptable way to do this with the files, would an instructive post detailing how people can create these files/parts for themselves be acceptable? (this seems more likely)

Want to help, just don't want to cross any lines.

I don't know where the line lies as to what constitutes something complex enough to be copyrighted but there are plenty of mods that already include modified squad configs on both of squad's sites (here and spaceport) so they don't object at the moment and in future if they want to phase it out they're likely to do so gently and pleasantly - banning everyone who's ever uploaded a modified config file would completely destroy the community.

They have added an override system in 0.20 where you can override specified properties of another config file but I'm not sure if it'll do exactly what you want yet, have a look at the 0.20 stickies.
