After a detach my satellite from the last thrust stage the last thrust stage becomes space junk.

Is it possible to somehow transfer control back to the last thrust stage so that I can de-orbit it and have it burn up?

You have to add a probe core to it. And energy, in form of solarpanels or nuclear battery.
