Could you "fake" a monopole by forming a large number of bar magnets into a spherical shape, with all of the North poles pointing outwards? Much like how lipids can form a sphere: http://en.wikipedia.org/wiki/File:Phospholipids_aqueous_solution_structures.svg

I imagine you could then have a smaller sphere of bar magnets with South poles pointing outwards that could orbit the North sphere.
