These rules were implemented some time ago as an overall effort to improve digital security. For me personally, not releasing source code violates the open and collaborative spirit of the mod community here. MechJeb's source code is available. Kethane's source code is available. KAS: source available. Kerbal Alarm Clock, yep available. Lazors: available. All of these are complex mods with a bunch of code. Note that the creators of these mods are able to control subsequent use by licensing them. MechJeb, for example is licensed under GPL3, which allow redistribution (commerical or not) and full modification. Lazors is under a Creative Commons license that allows non-commercial distribution, but not modification. Kethane's license permits neither distribution nor modification without Majiir's permission.
