Trying to add the new reaction wheels to a pre-.21 module

I edit the part.cfg and simply copy-paste this section from a .21 sas module:

MODULE
{
	name = ModuleReactionWheel

	PitchTorque = 20
	YawTorque = 20
	RollTorque = 20

	RESOURCE
	{
		name = ElectricCharge
		rate = 0.3
	}
}

MODULE
{
	name = ModuleSAS
}
}

result, no joy, what am I doing wrong?

Why is there two "}" at the end? unless that is the very last character in the cfg file it shouldn't be there.
