I created it today

This my version of American SLS Space Lunch System spacecraft:D it safe reliable budget spacecraft designated for economical transportation crew and cargo to space station and back.

It use MechJeb2â„¢ on-board computer

Should it be under Mods if all it uses is MechJeb?

Unfortunately, the real world SLS (if it ever got built) would definitely not be "economical" / "budget" LV, like the one you described. And it will hopefully not be used to transport crew and cargo to ISS.
