Yes, asteroid belt is planned for the game. But don't expect it anytime soon.

yep asteroid belt 3 gas giants and maybe another dozen moons and if we are lucky we might get a kepler belt

I think you meant a Kuiper, not kepler belt. Though it isn't really a belt, kind of more shell, kind of like the Oort cloud, but closer in (AFAIK all Kuiper objects are within the solar system, I think most/all of the Oort cloud actually exists outside of the solar system, but still within the SOI/orbit the sun. Within the solar system being defined as existing within the Heliosheath).
