It's planned. You're going to need to use the observatory to discover planets in career mode. Hopefully, they only discover big planets and you'll have to send orbital telescopes and/or probes to discover moons and smaller bodies.

Either way, it should be really good and would probably look good over there on them mountains...if not a bit far away from KSC proper.
