Well, there was actually a module like this proposed for the ISS, for exactly this very purpose. Not TransHab, but by Bigelow. Never got off the ground (the funding was cut).

Last I read the Bigelow module was planned to go up at a later date, I assume it was a fairly recent turn of events that cancelled it if the funding was indeed cut?

No, BEAM is still scheduled to go up. This was a DIFFERENT project, that would have seen a small inflatable rotating module studying the effects of artificial gravity.

The inflatable rotating module was never actually planned was it, I thought it was just a part of the Nautilus-X concept that never really got approval... Sadly

I was under the impression that the Nautilus centrifugal hab demonstrator was still being studied as a possible addition to the ISS. That's what the Wikipedia article would have you believe, anyways.

Dunno about the overall project, though.

The project is still "proposed". It didn't get cancelled, but hasn't been made either.
