What should Wallace do with the giant stack of tugs?

I'm in the " park them and maybe re-use them" camp. Stick them in a 500k orbit or as above built loads specifically for them. That way you can always look back and see how far your designs have evolved. If it ain't broke, don't de-orbit it!

Since most of my lifting stages are overpowered, I end up in orbit with fuel left...

So the tugs act as refuellers by collecting that otherwise useless but in orbit fuel....

Why are you decoupling them with fuel still in and leaving them in orbit? Use the last of that fuel up to get high-thrust boosts into your intended path!

Well, long story short, I was too impatient for tugs to return from mun to kerbin so kept launching new ones.

Short story long, the first few were flawed due to lack of solar panels or decent batteries, so they got left in mun orbit, then later I took 5 loads of mun base parts over simultaneously for orbital assembly, and so used 5 tugs at once, plus an assembly tug (the one on the front with the lil red engines instead of the nuclear engines) so that was 6 tugs at once. There is also another one still out there carrying a crate full of rovers...
