Can you recreate Spiral spaceplane?

Requirements

1) Stratospheric carrier plane. That should carry the next stages until separation the stratosphere (lets say 15-20 km and 300-500 m/s). Must have at least 30% fuel left at the moment of separation (it should be able to return to the base).

Because the plane is not intended to lift vertically, I allow strapping some additional boosters that disconnect just after takeoff, but the craft must achieve horizontal flight and drop any extra boosters before reaching 5 km.

2) Rocket booster. Mounted on the top (in horizontal flight sense) of the plane. Ignites at separation from the carrier plane, takes the spaceplane to the orbit. 1 or 2 stages.

3) The spaceplane itself. Mounted on the nose of the booster. Just a small spaceplane which can...

THE MAIN CHALLENGE

Change orbit inclination using aerodynamics!

After achieving stable orbit do the following: lower periapsis into the atmosphere, perform an aerodynamic maneuver and then stabilize the orbit again. With different inclination. The challenge is to change the inclination very much (can you go from equatorial orbit to a polar?) and spend notably less fuel than for making the same change by thrusting in normal direction (or just make a plane change that requires more delta v, than you spaceplane has )

Parts: vanilla, C7 (don\'t put that cheat tank on the spaceplane), anything else that is not a direct cheat (like 0 drag or superhigh airfoil lift coefficient)

So, can you make and pilot this craft?
