Public Relations management for Career Mode and a possible Game Over from this

In Career Mode, you would not only need to collect Science to receive funding for your space program, but you would also need to maintain good public relations with the people of the nation to keep the public interest in space exploration and convince the government that what you do is important to advance technologically. You would need to do risky manned missions so the public will have an adventurous and patriotic image of space travel and send a steady stream of advanced probes and rovers to hard-to-reach places, so the government could see with its own eyes, that what you do are huge leaps to the scientific community. Occasionally, you would need to donate money to the government so they could make propaganda films and campaigns about space exploration, such as sci-fi's based on realistic events and "space camps" for young children. If you do things that are not good PR-wide (e. g.: too many Kerbals die on your missions, or your unmanned missons prove scientifically useless), Karack Kerbama, the president will show up and cancel your space program.

Given the scope of the game that might go too far. However, as your program is failing it might get harder to get good recruits. When you tie that to the ability of the Kerbals to perform the experiments (a stupid Kerbal is more likely to screw up the experiment, something that might be offset by experience) then it might take longer to collect the amount of science you need to unlock a new level--or shorten the time when you're doing a good job because you can put smarter Kerbals on the job.

That's a rather powerful negative feedback loop and that screws up the game badly.
