What it says on the tin, and would entail:

Certain buildings that can be built multiple times, for example multiple launch pads and runways (could be useful for automatic launching of craft).

"Upgradable" buildings, as an example launch pads with blast ducts and flame trenches as opposed to a bit of flat ground, which may have effects on how things perform, or larger construction and research buildings that allow for bigger craft or higher performance in research.

"Tiered" buildings, certain buildings that perform certain functions, like an engineering building that can be used to make specialised parts for certain missions.

I have a strange feeling this has been suggested before, I apologise in advance if it has.

They are planning such a thing for the research complex,the more you research the more and higher buildings will appear.

and probably factory buildings-each can make a part for a set amount of time,the more buildings the faster you stock up on parts.

or mutiple VABs assembling a rocket could take some time.

GREAT! But It would be better with the money based career mode. So you'll have to spend the money earned by doing missions to build and expand the buildings. And these will allow the player to build and research new techs.
