System.IO, KSP.IO and a file URL

So I need, for my plugin configuration, to access a text file addressed in the same fashion as a texture URL in a MODEL {} node -- i.e. address given with GameData being root. Since it's not a texture, a part config, nor a model, I can't exactly address it with GameDatabase, so I need some other way.

It seems to me that I can't get at it with KSP.IO, because that would only let me get at the inside of my PluginData, which isn't where it would be located. Ok, no problem, we have System.IO now, only, I'd need to convert from an URL to a full file path, because the game can be installed anywhere.

Does anyone have any advice on how to do that?
