What the heck is happening here? (New, better angled image)

Edit: Here's a better picture of what happens. These pictures are of the same exact craft, facing different directions.

It looks like your wings have a very slight downward angle, thus acting as a racing cars spoiler

I thought so at first, too, but even when I have them at a 45 degree angle it sticks with the downward arrow. Maybe a bug in the UI?

Try launching it anyway. See what happens.

Just did it. Sure does fly like a racing car.

I also rotated the craft and this happened. It stays that way when facing left or right.

I also rotated the control surfaces backwards..

Do you mean that the center of lift indicator is jumping around when your aircraft is in different rotations? I think the center of lift indicator assumes an airflow coming from the front of the hangar, and in the VAB it assumes an airflow from the top of the building. If you point your aircraft forward and rotate the whole thing slightly with shift+w/s you can see this. That's why the the indicator changes a lot when you rotate your craft 90 degrees at a time.

I don't think so. The wings were not upside down. Look at the main post pictures, should get an idea, hopefully.
