I'm pretty sure Kerbals developed wheels long before they developed space flight. They're just so enthusiastic about space travel that they didn't think to combine the two right away. Just like they didn't think to combine sustainable electrical power with rocketry right away.

EDIT: Have you seen their first attempt at a "rover"?

I mean really, what else would you expect from a Kerbal?

Needless to say, it did not end well, and prototyping was halted immediately to focus on more advanced trash-can-full-o-boom technology.

Yeah, but it's kinda irritating that I can't even cobble together a contraption which, even if viewed from the opposite end of the runway, more-or-less approximates a Wright Bros-style plane.
