Lagging when looking at the horizon?

My game runs fine if I look straight down, and straight up (in atmosphere), but has begun lagging when I look at the horizons of planets... My guess is that it's that glow that is rendered around the horizon. It happens in orbit, too, when the sun peeks around Kerbin, and that glow shows back up again.

It lagged REAL bad on Eve the other day... but if I looked straight down, I gained almost 20fps.

does anyone have any other ideas why my game lags when looking at the horizon?

How can I fix this?

EDIT: I realize that this may not be the best place to put this? My original idea for a question was how to turn off that glowing effect, but I went a bit astray, and submitted without thinking.

oh, I don't care about the water, my textures are already at quarter-res... I don't mind the game looking "bleh" as long as it works smoothly.

Any instructions on where these configurations are in the settings file?

And what should I put as new values?

EDIT: found the settings file, digging for the water subdivision thingies...

EDIT EDIT: found the subdivisions of the ocean... setting to a lowly 2 and launching to test.

EDIT EDIT EDIT: I also limited the FPS to 30 to not stress my computer

that, along with less subdivisions... it's like a whole new game! I can actually turn my textures up with no problems!
