At the beginning I must mention that my office does not have Access, moreover, I could never, fully comprehend It.

If it's a single table, or only 2 or 3 tables, then Excel or another spreadsheet program should be enough. You'd be amazed at some of the things Excel is capable of.

OpenOffice is free and has a database application called Base. Apache OpenOffice, LibreOffice, NeoOffice etc are variations of OpenOffice and probably have similar functionality.

Mysql is a good bet and can interact with a lot of programming languages; which is what needs to be asked from you. How are you planning to access the database? Are you making your own program? How many people will be accessing it? How would the database grow?

I'm more a fan of either go simple with excel or go complicated....
