Here is a completely stock seaplane that can land on water at any speed below 80 and can fly up to 20k on its jet. Very stable and easy to fly. Fly with SAS.

Here is a Jet Boat that will use up half it's fuel on getting to the island runway. It is very stable in the ocean but on land can be a bit tricky

They are no more buoyant than anything else in this game. They do however, have a very high impact tolerance

I have your original mission report bookmarked XD. I have been working to replicate them and also to make them take off without VTOL requirements. The craft I worked on is still buried in my .21 install. I'll have to dig it out.
