Age requirement for Forums?

Although there is no way to enforce it, the forums have a 13-years-of-age minimum, or something around that; there's actually some US law about it, I think. I believe standard procedure for users who sign up being younger than that is to tell them that we require proof of their parents permission for them to be here and give them suitable time to provide it.
