Refueling and recovering science at KSC without recovering vessel.

I don't know how well this would fit the game but if we were abble to recover science and refuel crafts from very specific points of the KSC, it would make SSTO's a lot more important.

Which would make the now useless aircraft tech parts usefull at all, to save money.

Or have the ability to refuel and relaunch a recovered craft if its parts were not removed for use on another craft, refueling and "fixing" it for a much lower cost.

You can EVA your Kerbal and have him remove the science data from the craft. Then recover said Kerbal. Next time you want to re-use your ship just spawn a small rover and deliver the new pilot to the ship.

Pretty much the same goes for refueling. Spawn a fuel truck and drive up to the plane. You just have to make sure you have a way to connect the fuel truck and the plane. (docking, robotic arm, KAS)

How much launching and recovering such a rover and/or lab and fuel tanks would cost?

Those are good ideas, just pointing out that mine is still usefull.

Instead of the cost to reuse parts recovered from the KSC area is extremelly low.

But then it would be worth to recover the plane and relaunch it.

I mean, my idea is for if the re-launching costs are high, even if you recover the vessel from the KSC area.

Having the recovered craft kept on a "stand by", where you can choose to disassemble it to use its parts or fix it to use it again seems very interesting too.

It would fit very well how real life space agencies handle their stuff.

This would also be usefull in recovering boosters, etc.
