Precision reentry?

I'd say... practice. Make a quicksave in orbit and then try what happens when you enter the atmosphere at various places and angles.

It's not about "put your periapsis at this height" because the result depends on your speed and your reentry angle, among other physical characteristics of your ship.

I found that if you're at low orbit and decrease your periapsis to about 40 km, you can keep that height for about 1/4 of the globe by burning downwards while being slightly decelerated by atmosphere. And when you get to the right place (about the eastern shore of the KSP continent), just dip below 30 km to slow down significantly and land.
