how do you make multiple kerbals get on a plane with eva seats and you can only put one in a command pod and none in the seats.

In order to get Kerbals in a command seat you have to get close to the seat, Right -click the seat and click board.

Send out your crew in a rover and pull it off to the side of the runway. Then you can send your plane to the runway and have them EVA from the rover to the plane.

As an alternative you can put a manned capsule onto the plane with de-couplers that you eject after moving your crew over to the seats.

Unless you're asking how to fill up your exta spots before you launch. There is a crew tab at the top of the VAB/SPH editor that lets you do crew assignments. It's next to the parts/action groups tabs.

You can also kick kerbals out of seats you want to leave empty.
