Package Manager?

I was wondering if there was anything like a package manager already made for the KSP community? For those familiar with it, I'm talking something like apt-get/aptitude for debian, npm for node, or gems for ruby. I've been working on one and almost have it ready for release, but wouldn't want to waste anymore time if there's already one out there.

Here is an example of me adding a KSP instance to the manager and then installing the novapunch package into it.

If I recall it was mostly negative, lots of people not reading what had been said already and having the same little disputes repeatedly.
