They said a while ago when they announced that they might do expansions that people who bought the game before that point would receive all expansions free of charge, while people who bought it after that point would have to pay.

Unless they specify otherwise I would presume that applies to the NASA pack.

It's separate in the sense that it's not a part of .24. Think of it as .24.1... or as just another update but being worked on at the same time as .24 and with a different release date from .24. It's kinda a mini update between .24 and .25 that they started work on while they are still working on .24

That's how I'm thinking of it. They aren't charging separately and everything in it is becoming part of the stock game just like every other update.

As I understand it the NASA pack will be an official mod. I can't really speculate about the release date since I don't know too much about it, but I can confirm that it will be free for everyone. So, this is not a paid DLC, this is not even an expansion pack, the way I understand it, the NASA pack will be a mod.

Just to add to this, going by what HarvesteR has said about it, this is a special mod in that features are being added to the core game itself to accommodate the needs of the mission pack (specifically, procedural asteroids and larger-size parts). Generally speaking, SQUAD does not add content specifically requested by modders unless it's both generic enough to be useful to all modders and something that won't be a big hassle to implement. For NASA, they're making an exception to that rule.

And, just so everyone knows, the bigger parts will be in the offical game. Not just the mod.

i mean... if it's of meaningful mass, how is it possible to alter its trajectory with our tiny engines

somewhere in the 10-30 meter range. The same size category as the planned NASA mission.

As far as my KSP knowledge does, landing on it and running it in physics mode for sufficiently long time will be enough to put sufficient deviation on its trajectory to miss a planet.

From the Squadcast interview, it seems they will be offering new stock rocket parts to deal with the insane amount of delta-V required to intercept an asteroid on an arbitrary trajectory and then insert it into an orbit (without having to resort to breeding up a Newtype Kerbal). These parts are supposedly comparable to one orange tanks surrounded by six more orange tanks - that would make them 7.5m parts, far larger than anything we've seen so far. You can find 3.75m and 5m parts in the modding community, but this looks to be much much larger still.

Of course, take this with a grain of salt, as interviews can be misunderstood, and even things that are true today might change tomorrow if it makes sense for the game.

As far as my opinion goes, I'm not sure I understand the need for parts of this size... KSP as a whole is scaled down quite a bit from IRL. But it seems to me that a 7.5m part would be close to a life-size replica of the SLS, which as of current plans will feature a 8.4m main stage (built around a modified space shuttle external tank frame). Isn't that just a little bit big for Kerbals? And if these parts become stock, don't we need something in between? And how will they affect the difficulty of the game, considering the sheer payload capacity they'll offer? I sincerely hope that Squad will find a reasonable compromise.

You only need a smallish amount of thrust if the things far enough away.

Thinking ion engines but may have to burn for like a week;)

Or, gravity assisted high speed impact? Mind you if its on its way in, probably not time for gravity assists..
