Other than rovers would be made available in the VAB once built for their inclusion as payloads. Copying and pasting around the directories isn't a permanent solution by any means.

That's what subassemblies are for. Of course it's good idea to build the rover so it can be saved as a subassembly but if you forget to do that, you can always use the select root mod to reroot your rover to become usable as a subassembly.

It would be sort uf senseless because the terrain on other planets does no provide any small obstacles you could drive on.
