entry level purchase in R+D

So, I'm a little puzzled,

i've been playing for a while now, have visited every planet and moon, have bought everything in the technology section but i still can't use certain items e.g. the mobile processing lab. It says i have to make an entry level purchase in R+D. This is annoying as i now can't use the heavy rocketry anymore due to the latest update.

How do I do this please?

Sometimes, when a part is added after a tech node is researched, you have to go back and click on that part and make an entry purchase, which costs nothing extra. For the mobile processing lab, just go back into the research and development center, click on the space exploration node, then check to see if it says that it's "owned". If not, click on it and you should see an option to purchase.

My guess is that these settings were intended for use with money - you need certain amount to "buy license" for manufacturing that part, and a different amount to manufacture the actual part. But I don't think devs have confirmed anything about it yet so it's just a guess. It may or may not be used when we finally get money.

I think this happens a lot too if you are carrying over old save games. Like Otis said, I've seen most of this cleared up by going back into the R&D center and repurchasing the part at the node.
