Kerbal EVA Jetpacks

The easiest way is to simply get back into the command pod, then they will automatically refill. Also, if you have two Kerbals in command seats on the same rocket you can alt+right click each of them and transfer EVA fuel that way as well.

How do you refuel the EVA jetpacks? (or can they be refilled?)

At present, EVA fuel is a separate resource from all other fuels. There are no tank parts for it; you can only get more of it inside pods. But pods contain an infinite amount of it, so as long as you can get the Kerbal back inside, you'll never run out.

I expect this will change in some future version of the game.

Squad already tried changing it, back before v0.23 when they were switching from the old "you have % jetpack fuel remaining" to an actual resource bar, and found that using the intended monopropellant was more hassle than it was worth. Which is why "EVA Propellant", as a resource, exists. So I don't think they're going to change the "infinite EVA fuel stored in pods" any time soon.
