Disable fuel crossfeed in radial decouplers

Inspired by the discussion here and Kasuha's analysis of fuel feed, I would suggest that fuel crossfeed be disabled for radial decouplers. It is counterintuitive, rarely the desired behavior, and the source of much head scratching when diagnosing fuel feed problems. I believe the crossfeed is a holdover from before we had fuel lines, I think it's time to do away with it.

Wait what? They allow fuel feed? You sure? If so, how does asparagus work?

I think I remember someone saying that some parts have hidden disabled fuel crossfeed...

The crazy part is that tank->radial decoupler->tank doesn't crossfeed. There needs to be a non-tank part attached to the decoupler in the radial stack for the crossfeed to work. This post in Kasuha's thread describes it very well and shows an example. This is a big part of why the crossfeed of radial decouplers is bad, usually we attach tanks with them and no crossfeed occurs, so we assume the decouplers don't crossfeed. Then, when a situation arises in which it can, we're confused by it because we've assumed they don't.

Edit: Like in this thread, where a player has fuel tanks mounted to the top of SRBs that are attached with radial decouplers, the problem stumps veteran players (myself included).

Thanks for posting this. So as to not hijack the other thread... I mentioned the bug tracker in the other thread because it can also be used to suggest features. I think this has come up through enough discussions that it's probably worth of "feature" type consideration or at least as a gameplay issue.

Anyway, thanks again for starting this thread. :D
